Cambodia’s Ministry of Culture and Fine Arts, on December 27, destroyed 561,549 pieces of pirated and pornographic video CDs seized from at least 175 shops and warehouses across the country this year responding to the cultural work meant to enforce the writers’ rights law, especially in order to ensure intellectual property rights of newly-created productions.

Speaking during the ceremony, the Minister of Culture and Fine Arts Him Chhem, said the number of seized pirated and pornographic video CDs this year was up 50 percent if compared to last year.

“We will continue our efforts with the concerned authorities to combat this type of violation and to protect intellectual property rights,” he said.

Currently, Cambodia’s film industry is on the brink of collapse due to piracy and weak law enforcement.

“If we do not take a firm stance on this matter, good film or music producers will distance themselves from the sector–that could lead to the destruction of Cambodia’s film industry,” he said.

Chairman of the intra-ministries commission and Secretary of State of Culture Ministry, H.E Khem Sarith, also said that actually, the success in films depends largely on the local markets which ensure fair competition and respect intellectual property rights as stated in the copyright law.

The pirating is still there in the entertainment markets, he added. “It will harm the spirit of producers’ efforts to innovate something new to serve the entertainment needs of people.”

“What I am concerned about now is the spreading and distributing of pornographic video CD through internet downloading, and Bluetooth sharing. This is an area of fast-changing, high technologies that we cannot contain,” he mentioned.

This is the fourth time that intra-ministries commissions against the pirated movie video, DVD bulldozed the illegal CDs, and DVDs. The Commission has taken actions to put down 46 instances and raid 175 places across the country, confiscating 561,549 pieces of pirated and pornographic video CDs, 8 computers, 13 CD Rooms, 2 printers and sending 3 suspects to court.
